You are expecting/assuming that voters ALWAYS act rationally, and to their own benefit, which is not ALWAYS the case (voters elected Trump in 2016, for instance).

That's why Georgia's voters will not grant the Senate majority to the Republicans NOW, as they expect President Biden, and the House of Representatives, to send to the Senate, AND GET APPROVED, a substantial stimulus package, and a futher eviction prohibition.
